DECLARATION ON THE FALKLAND ISLANDS (MALVINAS)

CONSIDERING:
That since 1965 the General Assembly of the United Nations, through Resolution 2065 (XX) and various subsequent resolutions of that body and of the Special Committee on Decolonisation, urges the Argentine Republic and the United Kingdom of Great Britain and Northern Ireland to peacefully negotiate a definitive solution to the dispute about sovereignty as established by Resolution 31/49 of the UN General Assembly, which urges the parties to “refrain from taking decisions that would imply introducing unilateral modifications in the situation while the islands are going through the process recommended” by the General Assembly;
That the Socialist International affirms in its Declaration of Principles that the establishment of a new international order “should involve respect for national sovereignty and…negotiated settlement of conflict”, and that in order for this “there must be both global and regional systems for cooperation and peaceful conflict resolution in all parts of the world, [which] could be brought about through the action of the UN”;
That the United Kingdom of Great Britain and Northern Ireland has initiated exploratory drilling operations in the maritime regions around the Falkland Islands (Malvinas);
That this act, far from contributing to the peaceful solution of the hundred-year-old conflict for the sovereignty of the Falkland Islands (Malvinas) and South Georgia and the South Sandwich Islands and the surrounding maritime areas, aggravates the pre-existing situation, in itself unacceptable;
That the Falkland Islands (Malvinas) constitute a colonial enclave occupied illegitimately since 1833, which is not only untenable in this day and age, but which constitutes a flagrant violation of the most elementary norms of international law;
That the Argentine Republic reaffirms its sovereignty over the Falkland Islands (Malvinas) and South Georgia and the South Sandwich Islands and the surrounding maritime areas, which, as stated by the First Transitional Provision of the National Constitution, form an integral part of the national territory.
For these reasons, the Socialist International Committee for Latin America and the Caribbean
RESOLVES:
1. To reaffirm its support for the legitimate rights of the Argentine Republic in the sovereignty dispute with United Kingdom of Great Britain and Northern Ireland, over the Falkland Islands (Malvinas) and South Georgia and the South Sandwich Islands and the surrounding maritime areas;
2. To urge that the Governments of the Argentine Republic and of the United Kingdom of Great Britain and Northern Ireland resume negotiations in order to find a just, peaceful and definitive solution to the dispute over the sovereignty of the Falkland Islands (Malvinas) and South Georgia and the South Sandwich Islands and the surrounding maritime areas, as soon as possible and in conformity with the pertinent resolutions and declarations of the United Nations and of the Organisation of American States;
3. To reject the claim of the United Kingdom of Great Britain and Northern Ireland to authorise the exploration and exploitation of hydrocarbons in the surrounding maritime areas of the Falkland Islands (Malvinas), thus violating the sovereignty, rights and natural resources of the Argentine Republic and Resolution 31/49 of the General Assembly of the United Nations.
